Conjunction of the type not only ... but as well are called in Portuguese conjunções correlativas. All this conjunctions were used if in the case that there are two alternatives, both are used. There are different variations.

Two different subjects or objects can be the goal of an action.
two different objects: Not only he was cheated, but she as well.
two different subjects: Not only he has read the book, but she as well.
The same subject can perform two actions.
One subject, two actionsHe had not only cooked, but repaired the bicycle as well.
Two different objects are the goal oft the same action
direct object He did not only washed the car, but the bicycle as well.
indirect object He didn't give it only to her, but to him as well.

Not only the newspapers, but the television as well should serve to inform the public.
